HIV/Primary Care

We provide training, technical assistance and consultation to increase knowledge, skills and clinical capacity of health care providers, teams, and sites to provide the highest quality HIV care and address outcomes along the Continuum of Care-- earlier diagnosis, linkage to care, care maintenance and viral suppression. This is available to primary care, HIV and non-HIV specialty providers to address National HIV/AIDS Priorities of enhancing prevention and testing, increasing access, reducing disparities.



All areas of HIV screening, diagnosis, treatment, and care for varied levels of expertise; customized to the individual or clinical site.

HIV InterProfessional Education (IPE)

The purpose of the Northeast/Caribbean AETC HIV InterProfessional Education Program is to develop, implement and evaluate interProfessional HIV team-based training programs for health profession students to enhance the workforce to optimize care and outcomes for persons living with HIV/AIDS.



The goals of the Northeast/Caribbean AETC HIV InterProfessional Education Program are to develop faculty capacity to manage and train preprofessionals on HIV care and treatment in interProfessional team-based settings, and to train pre-professional teams on HIV care and treatment through course offerings and hands-on, interProfessional team-based clinical practice experiences.

The desired outcome of the training program is that trainees who participate in these programs will achieve HIV expertise and interProfessional team-practice competencies and, upon graduation, will enter clinical practice settings where they can provide team-based, comprehensive care to PLWH.


There are two IPE Programs in development in the region. One is located in New York City and is coordinated by our regional partner site SUNY Downstate, and the other is in Puerto Rico coordinated by the University of Puerto Rico. Participants in the program include faculty from the Schools of Medicine, Nursing and Pharmacy of each participating IPE site, and a select group of students from each of the schools.


The following schools are part of the New York City program:

  • SUNY Downstate Medical Center, College of Nursing
  • Touro College of Pharmacy

The following schools are part of the Puerto Rico program:


  • University of Puerto Rico School of Dental Medicine
  • University of Puerto Rico School of Medicine
  • University of Puerto Rico School of Nursing
  • University of Puerto Rico School of Pharmacy

Faculty will identify all existing curricula/training programs at each participating school that involve training preprofessional students in (1) HIV core competences and (2) interProfessional core competencies. They will then identify training gaps, and with the assistance of the NECA AETC will develop curricula and implement hands-on clinical learning opportunities that include comprehensive HIV care and interProfessional education.

Once the program has been developed a predefined number of medical, nursing and pharmacy students from each of the 3 participating schools at each IPE site will complete didactic and skill-building coursework and hands on clinical preceptorships that include interProfessional activities to cover the predefined core competencies. This can be accomplished via existing courses and supplemental online and/or in person trainings and clinical experiences.

Federally Qualified Health Centers, Ryan White Part A or B Clinics, medical providers, Grand Rounds participants, and others engaged in improving care integration for people with HIV and behavioral health conditions.

Oral Health Education Program


The Northeast Caribbean AIDS Education and Training Center (AETC) Oral Health Resource Center offers a wide array of training programs. Training services include didactic presentations, interactive workshops, case discussions, preceptorships, consultations, technical advisement and assistance with practice transformation. Most trainings include free continuing dental and dental hygiene credits.

The programs’ goals are:

- Train health practitioners to competently manage all aspects of oral health care.

- Train health care providers to work inter-professionally to advance the best health outcomes for their HIV patients.

We provide trainings to dentists, dental hygienists, dental assistants and other clinical health providers in all practice settings including private practices, community health centers, hospital and long-term care.


We are able to provide face-to-face training at your organization or at one our training sites.

Pharmacy Education Program


We are dedicated to providing up to date trainings based upon national guidelines that reflect the current standard of care for HIV treatment. We also provide print and on line versions of guides that can assist you in managing HIV infected clients.

Our current guides address drug interactions associated with HIV medications and other primary care drugs including:

    - HIV/HCV Medications
    - Oral Contraceptives
    - Psychotropic Medications
    - Narcotic Analgesics
    - Treatments for Addiction and Recreational Drugs
    - HIV Medications for Pharmacists (includes basic dosing, side effect, and common drug interactions with currently approved medications used in HIV treatment)


    We provide training to Pharmacists from all practice settings, including retail/community, hospital and long-term care.


    We are able to provide face-to-face training for up to 2 days for Pharmacists interested in learning more about HIV treatment, adverse drug reaction management, and drug interaction prevention. Please contact us if you are interested.

    Practice Transformation Project (PTP)

    The goal of the Northeast/Caribbean AETC Practice Transformation (PT) Project is to facilitate the provision of high quality comprehensive care and treatment of PLWHA by transforming clinical practice in alignment with the goals of the National HIV/AIDS Priorities and as measured by progress along the HIV Care Continuum.


    The Northeast/Caribbean AETC Practice Transformation (PT) Project is a multiyear intensive capacity building, training and technical assistance project. Our model employs a comprehensive multimodal longitudinal training approach for each participating site. Given the importance of integrated care in the patient centered medical home model, our PT program also offers expertise in behavioral and oral health care. This is particularly important given the impact that behavioral health has on the Continuum and the relationship between oral and systemic health.


    We identified eight clinical sites for participation, representing a diverse group of care providers from all over the region. These clinics were chosen based on the high need of the populations served and the ability of the project to impact access to high quality clinical care. Sites had to be either a Federally Qualified Health Center or a Ryan White Part A or B clinic. Five of the selected sites are in the New York State, two of the sites are in New Jersey and one is in Puerto Rico.


    Most activities occur at the clinical site or online, but providers are welcome to participate in other AETC trainings and consultations off site. 


    Coordinators from eight of our regional partner sites participated in a 13 week practice facilitation training program. The trained coaches are the primary resource for the region’s PT program. Since practice transformation is highly impacted by state, local and regional policies, the coaches’ knowledge of their communities greatly enhances their ability to facilitate practice change.

    Each coach has developed a longitudinal relationship with their practice transformation site that includes in-depth need assessments and meetings with interdisciplinary teams of health care providers and clinic leadership on a regular basis. The clinic leadership, with the assistance of the PT coach, identified practice transformation goals for their site. The coach is responsible for coordinating TA and training requests to meet the identified goals, maintaining ongoing communication, and facilitating data collection to evaluate outcomes along the Continuum.
